2.0     Summary  of  Committee  Initiatives / Activities:  2002-03

  2.1     Communications Committee                                                                        (Jim Chapman, Chairperson)

 The function of this Committee is to assist the BSRA Executive Committee in:

"                      distributing written communications to, and providing telephone communication with, our member association contact persons;

"                      receiving written or telephone responses from our member associations, as required;

"maintaining the Association Internet website, www.bsra.ca;

"                      developing and maintaining membership data bases; and

"                      developing a directory of shoreline residents.

 

Activity highlights this year include our website becoming operational in late December (special thanks

to Harlie Johnson, Elmwood, for his untiring efforts in the initial construction and ongoing updating);

the development of communications “trees” to facilitate both the distribution of printed materials

and telephone communication to the contact persons of our member associations; and

the establishment of a data base of shoreline residents which will be used for a variety of purposes,

including election communication and the development of a directory of shoreline residents.

  

2.2     Economic Development Committee                                                          (John Gillespie, Chairperson)

 The function of this Committee is to develop strategies for consideration by the BSRA Executive Committee to forward to the appropriate authorities to stimulate economic development within the Municipality of Bluewater, including considerations of zoning regulations to determine appropriate locations for commercial or industrial operations.

 

This Committee will coordinate BSRA input and responses during the process of developing the “Official Plan” for the Municipality of Bluewater.  The first public meeting in this process is scheduled for September 13, 2003.  Bluewater Council rejected the BSRA recommendation of July 3/03 that, to ensure the integrity and credibility of the Bluewater planning process, Council defer all requests for rezoning until the Official Plan is developed and approved. 

  

2.3     Road Services Committee                                                                             (Don Brazier, Chairperson)

 The function of this Committee is to coordinate BSRA activities related to shoreline subdivisions. 

This includes providing liaison between the municipality and shoreline developments with respect

to the “Road Maintenance Grant” program; seeking through group purchasing the lowest possible cost

for the various road maintenance services required for unassumed roads accessing shoreline residences;

monitoring, and contributing to, the development of the Bluewater Roads Policy; and facilitating assumption

by the Municipality of roads accessing shoreline residences, where such is requested by the individual subdivision.

 Specific achievements of the Committee this year include the background work that led to the introduction of the Municipality Road Grant program; negotiating for the availability at reasonable cost of subdivision road snow blowing through Diamond Environmental, Inc.; and consultation with various providers of road maintenance services and the posting on the BSRA Website information relating to their services and prices.  Also, BSRA is represented on the Municipality’s Roads Committee which is currently working on defining road standards that would form part of a Bluewater Roads Policy which would determine under what conditions a shoreline residence- access road could be assumed by the Municipality, should a subdivision wish to pursue such assumption.


2.4     Member Services Committee                                                                       (Bob Worthy, Chairperson)

 The function of this Committee is to identify and investigate areas where BSRA can provide to shoreline residents, or their member associations, services that are either not readily available through other sources,

or can be obtained at lower cost through group purchasing.

 Discussions continue with respect to alternative plans for long distance telephone service for shoreline residents in Stanley West and Hay West Wards.  The Committee has also explored the possibility of a discount when 3 or more septic tanks in one subdivision are pumped at one time.

 2.5     Environment Committee                                                                                                (Doug Banks, Chairperson)

  The function of this Committee is to monitor and make recommendations to the BSRA Executive Committee

with respect to matters affecting the environment within the Municipality of Bluewater and the County of Huron, including land, water, and air.  Water quality, sewage treatment, the Nutrient Management Act, and the

municipal manure by-law fall within the scope of this Committee’s review.

 At the June 21/03 BSRA General Meeting, approval was given to finance from the Reserve Fund

up to $2,000 to commence a program of testing water quality at several Lake Huron sites within Bluewater.  Weekly testing commenced the first week in July; tests results are updated weekly on the BSRA website. 

On July 29th, BSRA wrote to the Municipality of Bluewater, requesting that Council consider implementing six BSRA recommendations designed to improve the surface water quality both in Lake Huron and the streams that flow into the lake.  These recommendations had not been considered by Council when this summary was prepared.

   2.6     Political Action Committee                                              (John Gillespie / Bob Campbell, Co-Chairpersons)

 The function of this Committee is to make recommendations to the BSRA Executive Committee with respect to Association activities related to municipal elections. 

The Committee has developed criteria against which incumbents and new candidates can be evaluated. 

This includes reviewing the general effectiveness of incumbent members of Bluewater Council in dealing

with all matters, but in particular their track record in responding to the concerns of shoreline residents; identifying new candidates, in particular shoreline residents, who would be effective Council members;

and determining through track record, interview, or survey candidates’ views on various important issues.

Endorsement of particular candidates will be based on this assessment.

 This BSRA endorsement will include assisting in the election campaigns of recommended candidates,

and coordinating through the Communications Committee a direct mailing to shoreline residents

recommending those candidates for whom shoreline electors will be encouraged to vote.
