Re: Refinements
to the Roads Grant Program
At its
December 15th meeting, Council determined that matters relating to the Roads
Grant Program would initially be dealt with at regular Council meetings, and
that a “Roads Committee" would not be established until it became evident
that such matters would be more effectively or efficiently dealt with by a
committee.
Accordingly,
we would request that Council consider at its next regular meeting on January
19th BSRA recommendations with respect to the following issues related to the
Roads Grant Program:
- Expenses eligible for reimbursement.
- Minimum amount per
subdivision.
- Per kilometer maximum reimbursement.
- Access to Municipality-tendered prices.
Attached are
the following: details of the proposed refinements; supporting rationale for
our recommendations; and some observations about the 2003 experience of the
road grant program.
It should be
noted that the proposed changes can be accommodated within the existing 2003
budget for this program. Also, to provide program and budget stability for the
3-year term of the present Council, BSRA is proposing that the recommended per
kilometer rate remain in effect for the budget years 2004, 2005, and 2006.
We would
request the opportunity at the January 191h Council meeting to clarify the
rationale for the proposed refinements and to respond to any questions that
members of Council may have.
