Re: Council
ad hoc Roads Grant Committee
When the roads
grant was established on October 28, 2002, Council passed the following
motions:
550-2002 “ ... The allotment is to be based on
$1900 per km for 2003 and reviewed annually ...”
551-2002 “ ... the Ad Hoc Roads Grant Committee
remains for 2003
to deal with
any issues relating to the Roads Grant.”
This ad hoc Roads Committee has proven to be an
efficient and effective way for Council to deal with such matters, including
the development of the recently-approved Bluewater Roads Policy and Roads
Standards.
Accordingly, we would request that Council continue
such a Roads Committee on an ongoing basis,
building on the achievements of the previous Council
with respect to roads accessing shoreline residences.
Terms
of Reference for such a
Roads Committee should include the following:
"
to deal with
issues relating to the road grant program as they emerge from time to time, as
directed by Council Resolution 551-2002;
"
to conduct
the annual review of the road grant program, as directed by Council
Resolution 550-2002, specifically with respect to both the operation of the
program and the allotment per kilometer.
"
to deal with
matters related to the assumption of roads, pursuant to the new Bluewater Roads
Policy and Roads Standards approved by Council earlier this fall; and
"
to review,
prior to consideration by the entire Council, any other matters related to
unassumed roads in the Wards of Hay West and Stanley West.
Accordingly, we would request that this item be placed
on Council’s December 15th agenda. We
would appreciate the opportunity to speak briefly to the issue and provide any
clarification that may be required.
